The phenomenon happens when the moon reaches its closest point to the Earth, also known as a “perigee moon” (as opposed to at “apogee” when it’s farthest away). The Moon appears about 7% larger and 15% brighter than usual, most noticeable at “moonrise” and “moonset”.
