City passes anti-tethering bylaw. At last night’s meeting, Merritt City Council passed an amendment to the animal control bylaw that will see the addition of: “No dog shall be tethered without the ability to move around and access shelter and water.” (Tether means a rope, chain, or the like, by which a dog is fastened to a fixed object so as to limit its range of movement. And there’s a specific description for shelter, too.
