City surplus in 2015. As always at this time of year, City councillors are about to enter into budget deliberations. In anticipation, a streamlining of the process is in the works — a request from council to simplify a long & complex exercise. Councillor Linda Brown brought up a query about the ‘automatic’ annual 2% tax increase that was built into the previous council’s 5-year budget plan. She also mentioned that we’ve had “huge surpluses over the last couple years”, and wonders why we’d raise the tax rate when that is the case…
